The 07-tendermint-100 client which connect Regen to Axelar via channel-48 has expired.
We propose to upgrade the client from 07-tendermint-100 to 07-tendermint-123.

After discussing this proposal with members of RND, we agree that this proposal is an exception to the one week discussion period as it is more or less a technical fix to revive a previously active IBC client.
For this proposal (and future proposals to revive an IBC client), posting a forum discussion and waiting 48-hours is sufficient from our perspective. Any thoughts from the community or other members of the RND team?
